The first thing to mention is that no manufacturer will cover the cost of data recovery. Any data stored on a computer is your own responsibility as far as the manufacturers are concerned. Manufacturers will usually replace a defective hard disk drive, but that would be at the expense of your data. Some do have a recommended data recovery company but as you may have found out, their costs can be far from competitive. We have seen cases where data recovery has been covered by a client's insurance policy but this is rare.
An alternative.

The best way to determine how your warranty is covered is to contact the reseller of the computer or hard drive you have purchased. If they suggest a data recovery company then get a quote and find out if you will still get a replacement hard disk drive.
